В system-config-printer.desktop.in должны локализовываться следующие пункты:

_Name=Print Settings
_Comment=Configure printers

при этом в po/ru.po сделан на базе старого шаблона:
#: ../system-config-printer.desktop.in.h:2
msgid "Printing"
msgstr "Печать"

Результат: на русском языке пункт показывается без локализации в GNOME и acc.

Кроме того, файл не до конца переведён.
