В файле include/linux/netfilter/ipset/ip_set_compat.h упакована какая-то фигня, полученная явно из include/linux/netfilter/ipset/ip_set_compat.h.in в процессе упаковки, но совершенно не соответствующая реалиям ядер, с которыми производится сборка.

Исправлено в ipset 6.20.1-alt3. Для сборки нужен новый template отсюда:
