В пакете kf5-kwindowsystem-common (и скоро еще в куче похожих)
find-lang --with-qt
всё пометил как %lang(qt) .

В FC и SuSE  find-lang используется, но наверняка так себя не ведет.

Позволит использовать и старый и новый варианты поиска qm-файлов.
