Нужно как-то дотянуть http://ftp.altlinux.org/pub/distributions/ALTLinux/Sisyphus/arm/ и http://ftp.altlinux.org/pub/distributions/ALTLinux/Sisyphus/armh/ до контейнера с packages.altlinux.org.
