Нужно зависимость от update-pepperflash заменить на ppapi-plugin-adobe-flash.
Тогда с firefox можно в дистрибутив нормально включить.

Я в ppapi-plugin-adobe-flash заобсолетил, но лучше исправить, т.к. update-pepperflash можно уже выбросить.
