в нём 
> start_daemon --user keystone --make-pidfile --pidfile "$PIDFILE" --lockfile "$LOCKFILE" --displayname "$NAME" -- $DAEMON -config-file=$CONFIG
Однако правильно опция `config-file` пишется с двумя дефисами.
В SysV init никто даже не запускал?
