Возможная причина - отсутствие модуля apache2-mod_proxy в репозитории.

После a2enmod proxy получаем следующее:
# service httpd2 start
Job for httpd2.service failed because the control process exited with error
code.

На Сизифе проблема с ae2nmod proxy подтвердилась, поправлю, а с сертификатами - не воспроизвелась.
