According to https://pypi.org/project/testrepository/
`testrepository` is unmaintained since 2014.

Moreover, it no longer works with `setuptools` 60.10.0+.
Thus, `testrepository` should be removed from sisyphus.

Runtime reverse deps:
- python3-module-os-testr (#42223)

Buildtime reverse deps:
- python3-module-mox3
- python3-module-os-client-config
- python3-module-oslotest
- python3-module-stevedore

Most of these package dropped their dependency on `testrepository` in newer versions. If the maintainer prefer to file separate bugs for each of affected packages let me know.
