Steps to Reproduce:
1.press Ctrl-N 
2.new window opens, right 
3. press Ctrl-Shift-N 
Actual Results:  
again new window opens 

Expected Results:  
new tab

У вас Ctrl-Shift настроен на переключение раскладки клавиатуры. 
Так что работать и не будет.
