В логах:
systemd-tmpfiles[2415]: /lib/tmpfiles.d/squidmill.conf:1: Invalid mode 'squid'.

В /lib/tmpfiles.d/squidmill.conf некорректно указан порядок параметров.
Видимо нужно поменять:
d /run/squidmill squid squid 775
на
d /run/squidmill 775 squid squid -

- Try to improve backtrace on error.
