Скрипт /usr/share/install2/preinstall.d/08-crypttab.sh не прописывает раздел swap в /etc/crypttab. В результате раздел swap не расшифровывается в процессе загрузки ни в initrd, ни в загруженной системе.
Также, если корень не зашифрован, а зашифрован только swap, то фича luks не добавляется в /etc/initrd.mk
