/usr/share/applications/userpasswd.desktop есть и отображается в меню, но при попытке запуска говорит "фигвам!", т.к. программы не установлено.

Добавьте параметр TryExec.

Но, я бы и desktop-файл посадил на альтернативы, разу уж они используются.
