emacs-common should not depend on rcs. RCS is rarely used nowadays, and CVS support in Emacs is exceptional.
I suggest expulsion of /usr/bin/rcs-checkin to emacs-rcs, where remaining RCS fans can find it just as easily.

in emacs-21.2-alt5 by hiding the dependency from rpm helpers (the standard way: using a shell variable with the path to rcs).
