1)use undefined variable $prog:
Shutting down  ():                                                      [ DONE ]
rm: cannot remove `/var/lock/subsys/': Is a directory

2) restart waits for user input

it is due to the fact that dwall is an interactive program:
dwall
Dwall v0.5.1, running on firewall by dag

please fix init script by adding echo y | dwall
please do not use start_daemon in init script. 
dwall _IS_NOT_ daemon!
it is just wrapper.

Кстати, почему этот баг ко мне не пришел вовремя? Вроде как я уже больше года
как мантейнер этого пакета?

Потому что это никогда не было реализовано в интеграции багзиллаы с 
репозиторием. Знаю, пофиксаю.
