Problem:

$ hdparm -E 4 /dev/hdc [/dev/cdrom] can't set specified drive speed, drive
continue at high speed.

Steps to Reproduce:
1.$ hdparm -E 4 /dev/hdc
2.$ hdparm -E 4 /dev/cdrom
3.the same from root
Actual Results:  
No drive speed change.

Expected Results:  
Set the drive speed according to input value (e.g. -E 4)
