stmpclean is overly hardwired

/etc/cron.daily/stmpclean has too much hardwired behaviour, as \"10d\" period, unconditional simultaneous cleaning of /var/tmp, /tmp and /var/catman -- the need in these may differ from site to site --- --- ...and unexpected (forgotten) cleanup may cause pain. As it did this time :-&
/etc/cron.daily/stmpclean is config file.
Since /etc/cron.daily/stmpclean is config file, there are no need to add more.
