    gb-task-check-lastchange: disabled in branches.
    
    gb-task-check-lastchange in branches contradicts
    common practice of frequent backporting.
    Also, lots of existing packages in branches
    already have devation in their changelogs,
    so enabling this check in branches makes backporting impossible
    without changelog fabrication.

This is what is_check_failure_tolerated() was introduced for.
