Устанавливаем tomcat6-admin-webapps, заходим на http://server:8080/manager/status и получаем: HTTP Status 404 - /manager/status
Пытаемся понять почему с помощью strace:

stat("/var/lib/tomcat6/webapps/ROOT/manager/status", 0x7f1640f7bf40) = -1 ENOENT (No such file or directory)

т.е. этот webapp ищется не там, где нужно (/ROOT/ тут лишний).

fixed in tomcat6-admin-webapps-6.0.26-alt3_13jpp6
