Согласно LSB 1.3 \"Chapter 19. Users & Groups\".
Пользователи sync,halt,shutdown должны быть соответвенно в группах sync,halt,shutdown а не root.

Стоит это на всякий случай поправить, а может быть и вообще убрать, если они не нужны.

Любопытно, ни RH и MDK похваляющиеся сертификатом LSB этому требованию не удовлетворяют.
