Согласно обсуждению в devel@ и комментарию vitty@ про alterator-mirror предлагаю добавить в apt-conf генерацию файла /etc/apt/sources.list.d/local.list с префиксом file:/srv/public/mirror; далее предполагаю поправить sisyphus-mirror для его использования.
