We have an interface to disable git inheritance check, but
we currently don't have an interface to disable lastchange inheritance check.

Sometimes people who maintain branches need to break both git and changelog inheritance, but there is no way to achieve this.

Fixed by girar commit 6d56d2242abae57c2e2254fae21c363faea19f54.
