Apparently, systemd-utils-standalone lacks sysctl.d files provided by systemd-utils, which is a regression for installations that use systemd-utils-standalone instead of systemd-utils. Please create a separate subpackage, e.g. systemd-sysctl-common, move sysctl.d directories there, and make both systemd-utils and systemd-utils-standalone require this package.
