1) Установить chromium.
2) Первый запуск.

Результат: открываются страницы 
chrome://whats-new/?auto=true
chrome://newtab
Причем фокус на chrome://whats-new/?auto=true 
"Что нового в chrome"

Насколько корректно открытие "Что нового в chrome" при запуске chromium?

Хромиум лежит в основе Google Chrome поэтому считаю, что вполне корректно.
