When I ask "hsh" to be --quiet, "initroot" is terminated after 60s timeout.

at@mash ~ $ hsh -q --no-stuff --initroot-only /build/at/cpan
hasher-priv: master: idle time limit (60 seconds) exceeded
initroot: Failed to install build package list.
at@mash ~ $ hsh ---no-stuff --initroot-only /build/at/cpan

This is your local specific, default wlimit_time_short limit works for me.
Try to redefine increased wlimit_time_short in ~/.hasher/config file.

I think this won't work for you if you purge the cache.
