A font in the installed system is bad: it has wrong glyphs for Kazakh characters.
For example, in Firefox, on the page http://en.wikipedia.org/wiki/Kazakhstan , in the word "Қазақстан" the special Kazakh Ks with descenders are shown just in the same way as the normal Russian Ks (without descenders).
