кракозябрами в меню Buffers (в X-ах).

Например и чистого новенького пользователя uk_UA.CP1251, в X (icewm).

C-x b лошадь

Смотрим в меню Buffers -- видим вместо \"лошадь\" латинские буквы с акцентами.
