Странно, что совсем нет перевода. На официальной странице программы (https://ugetdm.com/translations/) имеется ссылка на апстрим перевода (https://app.transifex.com/uget/uget/language/ru/). Там переводы есть, причём полные (но самая свежая версия — 2.1.4, прикрепила выше файл с ней).
