при установке пакета LibreOffice-extension-CyrillicTools, он устанавливается в каталог /usr/lib64/LibreOffice/, а новый libreoffice-still ставится в /usr/lib64/LibreOffice-still/ и по этой причине расширение не работает.
помогло копирование:
cp -R /usr/lib64/LibreOffice/share/uno_packages/cache/uno_packages/LibreOffice-extension-CyrillicTools_  /usr/lib64/LibreOffice-still/share/uno_packages/cache/uno_packages/
