Согласно информации по ссылке воспроизводится в uk_UA[.UTF-8] и не замечено в ru_RU.

$ rpmquery man-whatis
man-whatis-1.6g-alt2
$ grep /var/cache/man /lib/tmpfiles.d/*.conf
/lib/tmpfiles.d/systemd.conf:d /var/cache/man - - - 30d

Другими словами, каталоги и файлы упакованы, но их хватает только до первой перезагрузки.

$ rpm -qf /usr/bin/whatis
man-db-2.7.6.1-alt4.1

Полагаю, для p8 и Sisyphus не актуально ввиду замены man -> man-db.
