Согласно https://bugzilla.altlinux.org/show_bug.cgi?id=31701 обновление версии 9.9.8 с включенной опцией должно было активировать возможности ограничения частоты рекурсивных запросов. Однако по факту, главные настройки, описанные в статье ниже, все еще не поддерживаются (проверено на 9.9.8-alt4):

В статье описана версия 9.10 - более ранние, вероятно, не поддерживают 

rate-limit { responses-per-second 10; };

В связи с чем прошу обновить релиз bind.
