Зависимость на месте. mate-common.spec:11:
Requires: autoconf-archive intltool itstool
Проверено в контейнере Sisyphus на mate-common 1:1.28.0-alt1 (сборка 26.02.2024, задание https://packages.altlinux.org/tasks/341588/):
$ rpm -q --requires mate-common
autoconf-archive
intltool
itstool
...
$ rpm -q intltool
intltool-0.51.0-alt2.noarch
то есть после установки mate-common intltool подтягивается автоматически.
