Кнопка "Создать проект" серая. Вероятно, потому что список ЯП не открывается, и поэтому выставить ЯП для проекта не получается.

Не могу воспроизвести. См. приложенный скриншот.

нашёл. Это был недоапгрейд. Решилось апгрейдом pygobject3 и GIR
