Could you be more verbose on hotplug and kernel versions (at lease `uname -r`), mouse type (ps2, usb, ...), where does this occur (X, console)? In case of linux-2.4, it might make sense to try linux-2.6 (compact-3.0+); in case of console, you should restart gpm service. With X, I can only suggest checking that it's linux-2.6 and that mouse device in xorg.conf is "/dev/input/mice".
