~#grep USER1 /etc/nagios/resource.cfg
                                                                               
               $USER1$=/usr/lib/

So, nagios can't find it's own plugins after start.

~# grep USER1 /etc/nagios/resource.cfg
# Nagios supports up to 32 $USERx$ macros ($USER1$ through $USER32$)
# Sets $USER1$ to be the path to the plugins
$USER1$=/usr/lib/nagios/plugins

~# rpm -qf /etc/nagios/resource.cfg
nagios-common-2.6-alt1
