В оригинальном kdeedu-3.5.7/ktouch/keyboards 6 русских раскладок клавиатуры. В 
нашей сборке - ни одной. Почему так?

А они закомментированы в kdeedu-3.5.7/ktouch/keyboards/Makefile.am :-(
И в 3.5.6 тоже

Попробуй разкомментарить хотя бы ru.winkeys.keyboard. Надо!
