При наличии в пакете BuildArchitectures: noarch по rpm -ba не проверяются BuildRequires. У меня это проявилось при сборке ms-ttf-1.0-alt1 - в системе не был установлен cabextract, но сборка пакета началась, несмотря на наличие BuildRequires: cabextract. Без BuildArchitectures: noarch BuildRequires в этом же пакете обрабатывались.

В новом rpm-4.0.3-alt0.5 уже проверяется.
