Предлагаю общеполезные функции вроде shell_add_or_subst() повыносить в отдельный
пакет.  Почему не в alterator? -- чтоб была возможность пользоваться библиотекой
с указанием версий, при этом не ограничивая без необходимости версию alterator
(бишь не связывая несвязанные вещи); см., например, #13603.

теперь есть alterator-sh-functions и libshell.
