Very often you get files with tags in CP1251, and you need to recode them to the
standard encoding (Unicode) and save the updated tags before you can use the
information in these tags in good players.


Steps to Reproduce:
An example of such a file is
http://baza.com/audio/seriously-new-records/manjaki--020905.mp3 .

Run exfalso on it.
Actual Results:  
The Russian field values are unreadable (in Latin-1).

Expected Results:  
There is a way to tell exfalso that it should assume the tags are in CP1251 for
reading (and that it should recode them to the standard encoding (Unicode)).
