  CONFIG["sitearchdir"] = "$(sitelibdir)/$(sitearch)"
    CONFIG["sitearchdir"] = "$(vendorarchdir)"
$ grep sitelibdir /usr/lib/ruby/1.8/i586-linux-gnu/rbconfig.rb 
  CONFIG["sitelibdir"] = "$(sitedir)/$(ruby_version)"
    CONFIG["sitelibdir"] = "$(vendordir)/$(ruby_version)"
$ grep sitedir /usr/lib/ruby/1.8/i586-linux-gnu/rbconfig.rb 
  CONFIG["sitedir"] = "$(DESTDIR)/usr/local/share/ruby/site_ruby"
    CONFIG["sitedir"] = "$(vendordir)"

По аналогии с sitelibdir, sitearchdir должен быть где-то в районе
/usr/local/lib/ruby/site_ruby/1.8/i586-linux-gnu.  Опция configure на этот счёт
есть.  Также обращаю внимание на двойное присваивание CONFIG["sitearchdir"].

Давно исправлено и неактуально.
