При установке firefox-ru значение general.useragent.locale не изменяется.
Если не ставить других firefox-<lang>, оно остаётся en_US.
А вот если ставить firefox-ru, firefox-uk и firefox-be (как это делается в наших
дистрибутивах), результат -- general.useragent.locale устанавливается в uk-UA.

А я-то думаю, отчего у меня в ЖЖ украинский интерфейс?

Если это бага firefox-uk, просьба перевесить.
Steps to Reproduce:
1. apt-get install firefox-uk
2. apt-get install firefox-ru
3. about:config -> general.useragent.locale
Actual Results:  
uk-UA

Expected Results:  
ru-RU

Они оба (firefox-ru и firefox-uk) выставляют general.useragent.locale.

Какая версия firefox?

Branch 4. Но в Сизифе, кажется, то же самое.

УМВР в сизифе с
firefox-3.6-3.6.12-alt1.20101025
firefox-ru-3.6.0-alt1
(проверял на хосте, где firefox-ru не было никогда, настроек особых и тем более кук -- тем более)
