Пакет, который является системообразующим и настраивается из под инсталлятора, должен иметь хотя бы комментарии в конфигурационных файлах.

I can only mention that facilities must have only [a-z0-9_] in their names (see /etc/control.d/functions), and BINARY and facility names must be identical.
