Необходимо добавить зависимость на pyxml для inkscape. Без него эффекты не 
работают.

Нет, лучше всё-таки сразу по возможности вешать на конкретные пакеты в "Branch
4.0", раз уж они идентифицированы.

В 0.46 вместо PyXML используется python-lxml. Баг можно закрыть :)
