As predicted, "portmap -l" by default has caused enough trouble and grief among
non-suspecting sysadmins.

I'd propose a policy on non-obvious restrictions that these are not allowed
without either an urgent reason or a control(8) facility plus a line in distro
documentation.

I suppose, porting the thing to 4.1 is up to those who are interested in 4.1 support.
