Хочется, чтобы brp-strip удалял .cvsignore, помимо прочего мусора.

По-хорошему - ещё и .gitignore, и .hgignore, и .hgtags, и .bzr, и _darcs etc, 
etc... Но это только для тех проектов, кто не умеет тарболы паковать нормально: 
появляется новый проект с кривым тарболом - добавляется ещё одно правило в brp-
strip.
