в итоге make будет пересобирать все, что от них зависит. в частности, уменя весело пересобирается весь openh323.
стОит перед cat вставить
if ! grep -q \"$USR_LIB_KERNEL/$KERNEL_VERSION/$n.h\" \"$n.h\"
чтобы оно обновлялось только когда надо
