kde4graphics-okular-4.0.3-alt1

Unless kde4base-runtime-4.0.3-alt1 is installed, the UI is ugly, almost unusable.

The same applies to, say, kde4base-konqueror-4.0.3-alt1.

Perhaps, the packages would benefit if they have a dependency on kde4base-runtime?
Steps to Reproduce:
1. I installed kde4graphics-okular and ran /usr/lib/kde4bin/okular by apt-get.
(kde4base-runtime wasn't installed.)

Actual Results:  
The UI wasn't nice: no icons, empty buttons, menu items etc.

Expected Results:  
The UI is OK, as it is when kde4base-runtime-4.0.3-alt1 is installed.

Я в будущем постараюсь переразбивку по подпакетам получше сделать. Пока просто не дошли руки.
