предлагаю собирать chmlib с %configure %{subst_enable static} --enable-examples
Ибо файлы из /usr/bin/ нужны для того же chm2pdf

В спеке достаточно

Сделано в libchm-0.39-alt2. Собираемые утилиты пакуются в отдельный rpm.
