В спеке отключена сборка (установка?) файла foomatic-rip-hplip. Однако, без него принтер НЕ ПЕЧАТАЕТ с диагнозом   	

HP4200 "Filter "foomatic-rip-hplip" for printer "HP4200" not available: No such file or directory"

Вроде в новых (?) PPD для этого файла вызывается foomatic-rip, но этого PPD нет в наших пакетах.

да, это ошибка в пакете
hplip-PPDs.
апстрим накосячил :(
я явно выключил foomatic-rip-hplip,
а там все равно foomatic-rip-hplip

зайдите, пожалуйста, в
/etc/cups/ppd
и поправьте ppd для ваших принтеров
subst s,foomatic-rip-hplip,foomatic-rip, на каждый файл

можно и грязный хак
ln -s /usr/bin/foomatic-rip /usr/bin/foomatic-rip-hplip
