Команда chsh недоступна рядовому пользователю (установлены права 0700). Что странно, т.к. задумана она не для рута, а именно для рядового пользователя, о чём ясно написано в man page.
  Просьба исправить ситуацию или поправит мануал. Хотя первое гораздо предпочтительнее.

public: Any user can execute /usr/bin/chsh
restricted: Only root can execute /usr/bin/chsh

man chsh
...
normal user may only change the login shell for her own account, the super user may change the  login shell for any account.

И ни слова про control. Может имеет смысл хотя бы в SEE ALSO упомянуть?

В 4.1/branch исправления не будут вноситься уже технически (заглушена очередь на сборку), поэтому прошу ошибки, актуальные для sisyphus/p7/t7, перевесить на текущие ветки или сизиф.
