$ ssh hell
Shared connection to hell closed.

На консоли где запущен master:
channel 15: open failed: administratively prohibited: open failed

В логах на сервере:
May 16 23:51:55 hell sshd[12186]: error: no more sessions

Про это ограничение нигде не написано.  Также не описано как его поднять.  Девять сессий это мало.

MaxSessions
     Specifies the maximum number of open sessions permitted per network connec-
     tion.  The default is 10.
